Man arrested on terroristic threat complaints

NEWKIRK — Kay  County Sheriff Steve Kelley said just before 3 p.m. Monday that a Ponca City man has been arrested in connection with today’s threats at the Kay County Courthouse.

Kelley said Dean Utsler, 34, of Ponca City was arrested on a complaint of making terroristic threats.

Law enforcement agencies including the Kay County Sheriff’s office and other agencies followed up on a call to Ponca City’s 911 dispatcher. That lead to locating Utsler and his arrest. He was held by the Ponca City Police Department until he was transported to the Kay County Detention Center.
