WILSON, OK – The Wilson Police Department requested the Oklahoma State Bureau of Investigation to investigate allegations of embezzlement.
The allegations were regarding 49-year-old Curtiss Nipp and his wife, 48-year-old Kilby Nipp, who were both insurance agents at Wayne Wood Agency in Wayne, Oklahoma. Curtiss and Kilby have been insurance agents with the City of Wilson since 2020.
During the investigation, OSBI special agents determined that the City of Wilson held two policies with Oklahoma Mutual Assurance Group (OMAG) though the Wayne Wood Agency. In November of 2023, there were pre-arranged payment plans to make separate annual payments; one for each policy.
Over the next several months, it was determined OMAG was missing thousands of dollars in payments. After reviewing past records, OSBI special agents discovered that instead of making their premium payments, Curtiss and Kilby spent this money on personal expenses and debt payments. During those months, customer’s cash premium payments were never deposited and not used for their intended purposes.
The investigation determined that Curtiss and Kilby embezzled approximately over $380,000 in client premium payments between January of 2023 to November of 2024. This misdirection of client premiums left many customers with lapsed and canceled policies.
Based on the information and evidence obtained, both Curtiss and Kilby were arrested on August 6, 2025. They were booked into the Carter County Jail on charges of Embezzlement. This investigation is ongoing.
