Session Wrap-Up: Working for You, By Rep. Ken Luttrell

The 2025 legislative session wrapped up late Thursday night in a final burst of activity as lawmakers worked to finish key business before the official Sine Die adjournment.

One of the most significant developments this session was Governor Stitt’s unprecedented 69 vetoes. In response, the Legislature voted to override 47 of them—enacting those bills into law despite the governor’s objections. In addition to the overrides, another 367 bills became law without the governor’s signature, including the state’s annual budget. That budget agreement was announced just two weeks earlier during a joint press conference between the governor and legislative leaders.

With session adjourned, the governor now has 15 days to take action on any remaining bills. If no action is taken—no signature or veto—the bills will automatically become law.

One of the most consequential decisions on the final day of session was the passage of Senate Concurrent Resolution 12. This resolution removed Allie Friesen from her position as Commissioner of Mental Health and Substance Abuse Services, citing ongoing fiscal mismanagement and operational concerns within the agency. The Legislature also overrode the governor’s veto on a bill expanding access to mammograms. I believe this session was a productive one. We delivered on many priorities important to the people of House District 37 and the state as a whole. These included:

  • Increased funding for public education
  • Additional investments in county roads and bridges
  • Support for OU’s pediatric hospital
  • Funding for OSU’s veterinary school
