TULSA, Okla. –

Oklahomans using SNAP benefits will soon see new limits at the checkout.

What is changing for SNAP recipients in Oklahoma?

Starting February 15, Oklahomans who receive SNAP benefits will no longer be able to use their EBT cards to purchase candy or soda.

When does the change take effect?

The new restrictions begin February 15. The changes were originally scheduled to start January 1 but were delayed to give retailers time to update their systems.

Why is Oklahoma making this change?

The Oklahoma Department of Human Services says the state is following a national effort to address diet-related health problems. The agency says limiting purchases like soda and candy could improve public health, reduce long-term healthcare costs, and refocus SNAP on improving access to healthy food.

How are grocery stores preparing?

At Oasis Fresh Market in Tulsa, staff are in the process of updating point-of-sale systems to reflect the upcoming changes.

Oasis Fresh Market owner Aaron Johnson says the store’s mission has always been to provide healthy food options in an area that would otherwise be a food desert.

“We are the first grocery store in over 14 years right here in north Tulsa,” he said.

Will SNAP recipients lose benefits?

No. Johnson says SNAP recipients will still receive their full benefits.

“Individuals will still have their full SNAP benefits. At the same time, if they want to continue to purchase the different items that have been outlined. They will have to use a different payment type other than the food stamp option.”

How are shoppers reacting?

Some shoppers say they are concerned about how the changes will affect families.

“We’re talking about snacks that little kids like,” said Billy Howard of Tulsa. Others argue the government should not control how benefits are used.

“I think it’s crazy, man, but I mean, the government, you know, they tried to stop the food stamps not too long ago. And they came back,” said Lionel Jackson of Tulsa.

How is Oasis Fresh Market helping customers adjust?

Johnson says SNAP recipients have experienced a lot of change and uncertainty recently, and the store plans to help ease the transition.

“We have our community educators that will be here to help welcome every guest that comes in,” said Johnson. “And so if anyone has any questions, they’ll be able to sign up to our loyalty program.”

Johnson says part of how they’re helping SNAP recipients is by matching every $20 they spend on fresh produce and $10 spent on eligible milk items.
