Phillips 66 Announces General Manager Change in Ponca City

Jim Baron has been named Phillips 66’s Ponca City Refinery General Manager. Baron was previously the Operations Manager at the Sweeny Refinery in Sweeny, Texas. Baron officially assumed the position in Ponca City effective September 1, 2025.

Throughout his time with Phillips 66, Baron has worked as the Operations Manager, Optimization Manager, and Excel Paralubes Manager at the Lake Charles Refinery, in Lake Charles, Louisiana. He has also held various engineering and operations supervisory roles at the Sweeny and Wood River (Illinois) Refineries.

Baron replaces General Manager Carl Perkins who has transitioned to General Manager of Refining Business Practices. In this role, Carl will work with multiple Phillips 66 refineries on business practices and efficiencies.

Baron graduated from the University of Houston with a Chemical Engineering degree after a brief career in minor league baseball. Baron has been married to his wife Elisabeth for 26 years and they have three children.
