Kay County, OK — Kay County Assessor Janell Leaming announced her office will begin meeting with taxpayers in surrounding communities starting Monday, February 9, 2026, to assist with filing any property tax exemptions for which taxpayers may qualify, as well as personal property renditions for the 2026 tax year.
Assessor Leaming emphasized that these outreach visits are intended to make services more accessible by allowing residents to conduct Assessor’s Office business in their own communities rather than traveling to Newkirk. “We want to make it as easy as possible for taxpayers to take care of their business close to home,” said Leaming. “Providing these services locally is something I am proud to offer as a way to give back to the communities we serve.”
Taxpayers who have recently purchased property, experienced a change in eligibility, or who have never applied for available exemptions are encouraged to attend one of the scheduled outreach dates listed below.

Taxpayers who are unable to attend one of the listed outreach dates are always welcome to visit the Kay County Assessor’s Office in Newkirk or call the office directly. Assessor Leaming and her staff are happy to assist taxpayers in person or by phone and look forward to helping residents with their questions and filing needs.
All exemption applications and personal property renditions must be submitted by March 15, 2026, to be applied to the 2026 tax year. Applications received after March 15 will be applied to the 2027 tax year. Applications may be submitted by mail, email, fax, or hand delivered.
In addition, the Kay County Assessor’s Office will have its annual plat books available for purchase at each location for $40 per book (cash or check only).
Available Exemptions:
Homestead Exemption
Homeowners who own and occupy their primary residence as of January 1 may apply for the Homestead Exemption, which saves an average of $90 annually on property taxes.
Additional Homestead Exemption
Provides double the savings of the standard Homestead for households with gross income of $30,000 or less. Applicants age 65 or older are not required to reapply annually.
Income verification from the prior year, including Social Security income, is required.
Senior Valuation Limitation
Freezes the assessed value of qualifying homeowners’ property until sold, remodeled, or no longer occupied. Applicants must be 65 or older with gross household income of $75,500 or less for the previous year.
Actual tax amounts may still change due to bond issues or mill levy adjustments.
100% Disabled Veterans Exemption
Veterans who are rated 100% disabled by the U.S. Department of Veterans Affairs may qualify for a full property tax exemption on their primary residence. Eligible surviving spouses may also qualify as long as they have not remarried. Applicants must provide VA documentation showing their disability rating.
Claim for Credit or Refund of Property Tax
Households with gross income of $12,000 or less may qualify. Applications must be submitted to the Oklahoma Tax Commission by June 30, 2026.
Five-Year Manufacturing Exemption
Available to new manufacturers and expanding businesses. Information packets may be requested by calling 580-362-2565.
Manufactured Home Homestead Exemption
Available to qualifying individuals 62 years of age or older with gross household income not exceeding $37,750.
Personal Property Renditions
Renditions for business personal property and farm equipment are mailed the first business day of January and must be returned by March 15, 2026. Late filings are subject to a penalty.
Renditions for mobile homes are also mailed in early January and must be signed and returned by March 15 to avoid penalties.
