Candidates interested in filing for the City of Ponca City Commissioner No. 1 and Commissioner No. 3 and for the City of Blackwell Mayor will file Declarations of Candidacy beginning 8 a.m. Monday December 1, 2025, through 5 p.m. Wednesday December 3, 2025.
Carol Leaming, Secretary of the Kay County Election Board, said Declaration of Candidacy forms must be completed and submitted to the Kay County Election Board no later than 5 p.m. Wednesday December 3, 2025, when the filing period ends. Leaming reminds voters that Contest of Candidacy must be filed no later than 5 p.m. Friday, December 5, 2025, and may only be filed by another candidate for that office, unless a candidate files unopposed.
Declaration of Candidacy forms will be accepted for the following offices:
City of Ponca City: City Commissioner No. 1, & City Commissioner No. 3
City of Blackwell: Mayor

The Kay County Election Board is in the Kay County Administration Building at 219 S Main St. in Newkirk and is open from 8 a.m. to 4 p.m. Monday through Friday.
The Election will be February 10, 2026, with a possible runoff, if necessary to be held April 7, 2026.
