ODOC captures escapee after 19 years on the run with help from U.S. Marshals

An Oklahoma Department of Corrections (ODOC) inmate on the run for nearly 20 years is back in custody.

On August 1, 2006, Steven Capps reportedly walked away from Jim E. Hamilton Correctional Center (JEHCC) along with another inmate, who was found and returned a short time later.

According to ODOC, Capps was arrested in Ohio in 2011 for two counts of breaking and entering. He was remanded to the Ohio Department of Rehabilitation and Correction (ODRC).

On July 14, 2021, Capps was paroled from ODRC, but violated his terms sometime later when he reportedly failed to report to his parole officer.

Capps was taken into custody and booked into the Muskogee County Jail on May 7, 2025.

After a JEHCC warden was notified that Capps was in custody, he was transported from Muskogee County Jail to the Lexington Assessment and Reception Center.

“This case demonstrates our unwavering commitment to public safety and our determination to hold individuals accountable – no matter how long it takes,” said ODOC Chief of Operations Jason Sparks. “I’m proud of our Fugitive Apprehension Unit and grateful to our partners at the U.S. Marshals Service for helping bring this escapee back into custody.”

Capps has approximately 1,200 days left to serve on his 10-year sentence out of McIntosh County for obtaining property by trick or deception. – ODOC
