The Northern Oklahoma College Foundation, Inc. acknowledges the establishment of the Dr. Floyd and Gayle Dowell Scholarship Fund.
Floyd Dowell has degrees in Agricultural Engineering (A.S. NOC, ’81; B.S. OSU ’84; M.S. OSU ’85; and Ph.D. University of Illinois, 1988) and Gayle Dowell has a B.S. in Mechanical Design Technology (OSU ’85).
“NOC was a great way for me to transition from Deer Creek-Lamont High School to the college environment as well as prepared me very well to continue my education at Oklahoma State University,” Dowell said.
The Dowell’s have applied their engineering training throughout their lives and wish to encourage others to pursue a degree in engineering or technology.
They currently reside in Manhattan, Kansas, and enjoy gardening, hunting, camping, and hiking in the mountains.
NOC President Diana Morris is appreciative of alums who give back to NOC.
“We are so appreciative of the Dowell’s generous gift which will allow future NOC students to have the smooth transition he experienced graduating from a rural Oklahoma high school and matriculating to community college,” Morris Watkins said. “I love it when our alumni choose to give back in this way because it really embodies the Life Changing mission we have here at NOC.”

Application must be made with the Scholarship Office at the Northern Oklahoma College Tonkawa campus to be considered for this scholarship. Preference will be given to a student who graduated from Deer Creek-Lamont High School and has participated in Science Fairs or activities that show an interest in the engineering field.
Preference will be given to a Pre-Engineering Major and those who demonstrates a financial need, scholarship aptitude and achievement. The recipient(s) must be full time student and have a cumulative grade-point average of 3.00 or higher.
Northern Oklahoma College, the state’s first public two-year community college, is a multi-campus, land-grant institution that provides high quality, accessible, and affordable educational opportunities and services.
NOC serves nearly 3,100 students through the home campus in Tonkawa, branch in Enid, and NOC/OSU Gateway Program in Stillwater. Of these students about 80% receive financial aid and/or scholarships. 75% of NOC students complete their degree with zero debt.
The college is accredited by the Higher Learning Commission and offers associate degrees in three general areas: Arts, Science and Applied Science; the Accreditation Council for Business Schools and Programs; and the Accreditation Commission for Education and Nursing.
