OKLAHOMA CITY – Senate Pro Tem Lonnie Paxton, R-Tuttle, House Speaker Kyle Hilbert, R-Bristow, and appropriations chairmen from both chambers Thursday released the following statements after the $12.59 billion state budget bill for Fiscal Year 2026 passed off the Senate floor.

This budget delivers a $121 million increase for public education, addresses the funding shortfall at the Department of Mental Health and Substance Abuse Services and provides additional resources to improve roads, bridges, public safety, health care and critical infrastructure across Oklahoma. At the same time, this budget keeps $3.5 billion in savings.

House Bill 2766 passed 27 to 19. The bill now goes to the governor for final approval.

“This budget is a reflection of Oklahoma’s values—responsible, conservative, and focused on real results,” said Pro Tem Paxton“We’re prioritizing core services like education, mental health, public safety and infrastructure, while maintaining strong fiscal discipline. I’m proud of the Senate’s work and the collaboration with our House colleagues to deliver a budget that supports families, strengthens communities and keeps Oklahoma taxpayers in mind. Now we send it to the governor’s desk to move Oklahoma forward.”

“This budget is a result of thoughtful collaboration between the House and Senate, and I am proud of the way we came together to put Oklahomans first,” said House Speaker Kyle Hilbert. We’ve ensured strong investments in our students, state services and economic developments while keeping government spending restrained. This budget serves the needs of today while protecting the interests of future generations.”

“Passing a balanced budget is the Legislature’s one constitutional responsibility each session,” said Chairman Chuck Hall, R-Perry. “With this budget, the Senate has done its job and delivered a fiscally responsible spending plan that keeps Oklahoma moving forward. This budget makes our state more business-friendly while investing in local infrastructure, public schools, higher education and military bases across the state. This budget is the result of months of collaboration and public input to ensure that every tax dollar is spent wisely. It reflects our commitment to smart, conservative spending while laying a strong foundation for continued growth and opportunity across the state.”

“We took a strategic approach to ensure that the budget reflects the priorities of all Oklahomans across the state,” said House Appropriations & Budget Chairman Trey Caldwell. “It prioritizes transformative investments in critical infrastructure, including a state-of-the-art veterinary school at OSU, the development of a Level One trauma center at St. Francis in Tulsa, bringing life-saving services in line with those in Oklahoma City and investment in OU Children’s Hospital. This is a budget rooted in conservative principles, guided by practical leadership and driven by a shared commitment to strengthening communities and improving quality of life across Oklahoma.”
