NORMAN, OK – On October 23, 2025, the Norman Police Department requested the Oklahoma State Bureau of Investigation to investigate allegations of misappropriation of funds.
During the investigation, OSBI special agents identified the suspect as 46-year-old Andree Harper, who was the executive director of the Mary Abbott Children’s House in Norman, Oklahoma. It was learned that Harper embezzled money from the organization and used it for personal gain.
In May of 2025, an audit was conducted of the Mary Abbott House. During the audit, it was discovered that from 2022-2025 Harper had embezzled over $219,000 from the organization. Harper used these funds for personal plane tickets, luggage fees, Airbnb stays, plastic surgery charges, Amazon purchases, Venmo purchases, and various fast-food restaurants.
The audit found that the funds were taken from multiple Mary Abbott House accounts, which included multiple banks, as well as Amazon and Venmo accounts.
Based on the information gathered, OSBI special agents presented their investigative report to the Oklahoma Attorney General’s Office for review.
On October 8, 2026, Harper was indicted on seven counts of Embezzlement by the Multi-County Grand Jury. An arrest warrant was then issued by the Cleveland County District Court for Harper.
On October 24, 2026, Harper turned herself in to the Cleveland County Jail on a $100,000 bond.
The OSBI appreciates the Norman Police Department and the Oklahoma Attorney General’s Office for their continued assistance with this investigation.
