Ponca City Resident Arrested on November 8th on Charges Including Attempted 1st Degree Rape of Child Under 12

On November 8, 2021, PCPD Detectives arrested Ponca City resident Scotty Joe Collins.  The investigation began when family members of a juvenile female attempted to talk with her about behavioral issues and she disclosed to the family members that Collins had molested her.

The juvenile was interviewed and disclosed multiple incidents of sexual abuse to investigators, Department of Human Services investigators and child advocates.  When interviewed, Collins admitted to sexually abusing the child for the last several years at two locations in Ponca City. Collins stated he was tired of the juvenile bringing up the past instances of sexual abuse and wanted her to get help.

Collins has been charged with Attempted First Degree Rape, Rape by Instrumentation, Forcible Sodomy and Lewd Molestation of a Child Under the Age of 12.  Collins’ bond has been set at $500,000.00.
