According to the Oklahoma State Bureau of Investigation, the Canadian County District Attorney’s Office asked the agency on Feb. 14, 2025, to investigate allegations of fraud involving Smith, who served as Okarche’s police chief from 2018 to 2024.
The OSBI said the investigation centered on an April 2024 audit conducted by a private firm hired by the City of Okarche.
Investigators said Smith signed an affidavit stating he had complied with the audit process. They allege he used a police department supervisor’s signature and notary stamp without permission, even though the supervisor was not at work that day.
Based on the investigation, prosecutors charged Smith with one felony count of impersonating another in execution of an instrument in Canadian County District Court.
The OSBI said Smith turned himself in to the Canadian County Detention Center on July 30.
Court records show the alleged offense occurred on April 19, 2024.
The OSBI said the charge is an accusation, and Smith is presumed innocent unless proven guilty in court.
