A newly signed enforcement order against Continental Carbon is now available to the public online, on a newly launched webpage dedicated to air quality concerns in Ponca City. The page includes more than a decade of state inspection records related to Continental Carbon.
The ODEQ (Oklahoma Department of Environmental Quality) has posted the records — including a Consent Order signed May 11, 2026, a 2024 Full Compliance Evaluation, and the original 2015 federal Consent Decree — to a public page at http://oklahoma.gov/…/compliance…/ponca-city-concerns.
The release follows months of complaints from residents about airborne particulate affecting homes, vehicles, and daily life, and an in-person meeting earlier this month between top City of Ponca City Officials, Mayor Wagner and ODEQ’s leadership, where the Mayor pressed for transparency, faster enforcement, and better air monitoring solutions.
“We are using every tool and every partner we have available to encourage DEQ to get compliance as soon as possible,” said Mayor Wagner. “I encourage all residents to visit the webpage and to continue to report any air quality issues they detect. The people of Ponca City deserve clean air and straight answers, and I will not stop until they have both.”
Residents with air quality concerns are encouraged to file reports with ODEQ at oklahoma.gov/deq or by calling the agency’s 24-hour complaint hotline.
