On October 6th, 2025, the Tonkawa Police Department responded to a report from a resident wishing to file a complaint regarding prior abuse and ongoing harassment.
Through investigation, officers identified the suspect as Jay Walls, a Ponca City, Oklahoma resident. It was reported that Walls had been stalking and harassing the victim throughout Kay County for several days prior to the report.

Further investigation revealed that Walls had recently been released on parole for a 1978 first-degree murder conviction stemming from the 1974 shotgun death of a Ponca City man. According to historical reports, Walls had been harassing a superintendent and other employees at a Ponca City plant where his wife had previously worked, before ultimately murdering the plant superintendent. He was convicted of first-degree murder and sentenced to life in prison with the possibility of parole. Walls was released in June 2025 and was under the supervision of the Ponca City Probation and Parole Office at the time of this new incident.
Tonkawa officers acted swiftly and obtained a warrant for arrest. On October 10th, 2025, Tonkawa Police—assisted by the Ponca City Police Department—located and arrested Walls near his residence in Ponca City.
Jay Walls was booked into the Kay County Detention Center, where he is currently being held on a $100,000 bond.
