ARKANSAS CITY, Kan. The Arkansas City Police Department cited two Caldwell residents Thursday for drug possession after they passed a school bus that was loading and unloading.

Ryan Lambert, 23, was cited for misdemeanor counts of endangering a child, overtaking and passing a school bus, possession of drug paraphernalia, and possession of marijuana. Kyrste Bruns, 21, was cited for misdemeanor counts of possession of drug paraphernalia and possession of marijuana.

Both Bruns and Lambert were released after completing the necessary paperwork. Their cases will be prosecuted in Arkansas City Municipal Court.

Officers were conducting a special enforcement Thursday to ensure the safety of school buses, with a specific emphasis on drivers illegally overtaking and passing buses that are loading or unloading.

During this enforcement, they observed a silver passenger car overtaking a school bus parked on Skyline Road with its stop arm displayed and warning lights activated. It was actively unloading children.

Police stopped the vehicle and detected an odor of marijuana. During a search of the vehicle, which also held a young child passenger in addition to Bruns and Lambert, officers located suspected marijuana and smoking devices commonly used for smoking marijuana.

A defendant’s guilt or innocence is to be determined by a court of law.
